Capacity Building
Building the local capability to own, operate and sustain national systems.
Building the local capability to own, operate and sustain national systems.
At MTS Group, capacity building is not a closing activity — it is built into delivery from day one. Our Training, Enhancement and Competence (TEC) programme puts the human resources, technical knowledge and operational capability in place so that governments can own and operate our systems with confidence long after a concession ends.
Every Build-Operate-Transfer programme concludes with a handover. Whether the gains hold afterwards depends on how ready the receiving team is. By developing local expertise across the full life of a project, we build continuity, resilience and lasting value for the governments and agencies we support.
Capacity building is one of the six principles that shape how we work.
Read more about our approachOur programme is built on three principles that together form a framework for long-term operational ownership.
Classroom instruction alone does not run a national inspection regime.
Our TEC modules combine academic frameworks with practical application, giving participants both the technical understanding and the operational context in which systems are deployed. Every module maps to a real responsibility, so learning is directly relevant to day-to-day duties and aligned to the long-term needs of the programme.
The result is teams that do not simply know the process. They own it.
Knowledge transfer works when it is built alongside the institutions that will inherit the system.
We work directly with government-assigned personnel across the life of every project, aligning training to national priorities, regulatory obligations and operational reality. Rather than treating training as a standalone activity, we integrate capacity building into the wider delivery of each programme.
That partnership builds something no system specification can: trust, and a shared understanding of how the programme should run.
We combine operational expertise, international standards and long-term partnership to develop teams capable of sustaining complex national systems.
Because we design, deploy and operate these systems ourselves, our training reflects how they actually perform in the field — not how they look in a manual. By the time a concession concludes, the handover should be a formality, because the expertise is already local, already proven and already in place.
Stronger institutions. Capable teams. Continuity that survives the transfer date.
